Notify Telecom adapts to the new SUBTEL regulations to improve your communications!

Dear customer,
We are pleased to share with you excellent news that represents a significant step forward in the regulation of mass communications in Chile. The Undersecretariat of Telecommunications (SUBTEL) has issued new regulations that establish the use of specific numbering blocks for text messaging and automated calling services. This measure aims to strengthen transparency, protect user rights, and improve the traceability of communications.

What does the new regulation establish?

Resolutions Exempt No. 1,319 (8-OCT-2004), Exempt No. 286 (13-FEB-2025), Exempt No. 900 (17-JUN-2025) and Circular Letter No. 575 (DIV PRE 269/2026) define two new categories of complementary services and their respective numbering blocks:

  • 600 XXX XXXX → For solicited mass communications, i.e., those with the user's explicit consent.
  • 809 XXX XXX → For unsolicited mass communications, such as informational or promotional messages sent without prior request.

These categories include all types of automated communication: text messages (SMS, MMS), phone calls, prerecorded messages, and even communications generated by artificial intelligence.

When does it take effect?

The regulation comes into force on August 13, 2025. From that date, all mass communications must use the corresponding numbering blocks to ensure proper identification by users.

What are the benefits of this measure?

  • More control: Users' rights to decide which messages they wish to receive are strengthened.
  • Better experience: Communications will be more relevant, respectful, and aligned with user preferences.
  • Legal compliance: Companies that adapt will be protected against sanctions and will be able to operate with full legal certainty.
What is Notify Telecom doing?

At Notify Telecom, we have officially assigned all the numbering ranges defined by SUBTEL, allowing us to offer you:

  • 600 numbering for solicited communications.
  • 809 numbering for unsolicited communications.
  • Personalized advice to choose the right range according to your communication processes.
  • Technical and legal support to ensure your campaigns are 100% aligned with current regulations.
Exceptions to the regulation:

You can continue using short numbering (e.g., 4 digits) or 44 XXX XX XX for:

  • Communications whose purpose is to allow your subscriber or user client to perform an immediate and explicitly required or initiated action related to a service contracted with, or requested from, the company originating the communication, such as two-factor authentication systems, receipt of validation codes, among others.
